(a) Commission established. There is hereby established an Oberlin Arts and Humanities Commission to identify, explore and develop this area’s sense of community, heritage and vision through the use of artistic and cultural resources.
(b) Membership; appointment; term. The commission shall consist of seven members, six of which shall be appointed by the Mayor, with the approval of the City Council, one of whom shall be a member of the City Council. One member shall be a member of the Board of County Commissioners or a designee thereof, appointed by the Board. The initial appointments to the Commission shall be for one, two and three year terms and thereafter all appointments shall be for a term of three years and until a successor is qualified; provided, no person shall be appointed for more than two consecutive full terms.
(c) Organization. The Commission shall annually organize and select the officers as specified in the by-laws. The Commission shall adopt such by-laws as may be necessary to accomplish the purposes of their organization, which the by-laws shall be effective upon adoption by the Commission and approval by the governing body of the city.
(d) Duties and powers. The Commission shall have the following duties and powers:
(1) To hold regular public meetings and keep a written record of its proceedings which shall be public records;
(2) To annually review the financial needs of the programs for the development of the fine and performing arts and the humanities, and submit a proposed budget therefor to the City Manager; to make expenditures in accordance with the annual budget adopted by the city;
(3) Make application and solicitation for and accept grants, gifts and donations of money, property or personal services from individuals, groups, organizations and the like or from any agency of the city, county, state or federal government granted or given for a purpose consistent with the purposes of this commission and to expend all funds so received;
(4) Initiate, sponsor or conduct, alone or in cooperation with other public or private agencies, public programs to further the development and public awareness of, and interest in the fine and performing arts and the humanities;
(5) Advise and assist the city in connection with such other artistic and cultural activities as may be referred to it by the city;
(6) Serve as a clearing house for scheduling exhibits, concerts, recitals, lectures and other cultural events that may occur in the community; and
(7) Generally stimulate, facilitate, coordinate and cooperate with existing organizations for the development of the arts and historical tradition of the city and to initiate programs and proposals of encouragement for promotion and development of the arts, culture, heritage, beauty and tradition of the city.

(a) Creation. There is hereby created under the authority of K.S.A. 12-1757:1768 (the “Act”), a municipal corporation to be known as the “City of Oberlin, Kansas Public Building Commission” (the “PBC”).
(b) Composition. The PBC shall be composed of 5 members (the “members”). The Mayor and the Council members shall be the members of the PBC. The members shall serve for a term co-terminus with their term as Mayor and Council members, respectively. In the event that the PBC provides buildings or structures that are leased to governmental entities other than the city, the composition of the PBC shall be modified by subsequent ordinance of the city to conform to the requirements of the Act.
(c) Purpose, powers and functions. The PBC is created for the purposes of, and shall have the powers and shall perform the functions set forth in, the Act; provided that, the PBC shall not enter into any leases for PBC property to entities other than the city without the prior approval of the governing body of the city. The city, by ordinance or charter ordinance hereafter taking effect, shall have the authority to further limit or expand the purposes, powers and/or functions of the PBC.
(d) Support services. Unless otherwise approved by the governing body, the City Clerk shall provide administrative services to the PBC and the city’s bond counsel and City Attorney shall provide legal services to the PBC.
(e) Further action. The PBC shall have the authority to adopt bylaws, resolutions or other official actions authorized by the Act and not inconsistent with the provisions of this section to govern its actions.

(a) There is hereby established, pursuant to K.S.A. 3-705, an Airport Zoning Commission.
(b) The duties of the Airport Zoning Commission is to make a preliminary report on zoning that would affect the Oberlin Municipal Airport to the city governing body, to make recommendations regarding the establishment of boundaries of the zone or zones, to make recommendations regarding the establishment of zoning regulations and to hold public hearings regarding the recommendations. The duties may be changed by the governing body as the planning process occurs for airport zoning proceeds.
(c) There shall be three members of the Airport Zoning Commission who shall be appointed by the Mayor, subject to approval by the City Council. Each member shall be a resident of the county. In order to stagger the terms, one member(s) shall be initially appointed for a term of three years, one member(s) shall be initially appointed for a term of one years. Thereafter the members shall serve a term of three years. The appointee shall have personal, professional airport, flying or aeronautical experience.
(d) Members shall not be paid for their service on the Airport Zoning Commission.

(a) The Mayor shall appoint, subject to the advice and consent of the City Council, five persons to the Gateway Board. Three of the members shall be appointed for a term ending December 31, 2023 and two of the members shall be appointed for a term ending December 31, 2024. Thereafter members shall serve two year terms.
(b) The Gateway Board shall be charged with the operation of the Gateway facility in accordance with memorandums of understanding with the City.
(c) The Gateway Board shall annually, not later than January 15th (except in the first year of organization), elect one of its members to serve as President, one as Vice-President, one as Secretary and one as Treasurer.

(a) The terms of the members of the Board of Zoning Appeals which was established by Ordinance No. 445 shall be deemed to commence on June 1. In the event that any members terms do not currently expire on the day before June 1, their terms shall be extended so that all members terms commence on June 1.
(b) The terms of the members of the Planning Commission which was established by Ordinance No. 326 shall be deemed to commence on June 1. In the event that any members terms do not currently expire on the day before June 1, their terms shall be extended so that all members terms commence on June 1.
(c) The terms of the members of the Arts and Humanities Commission which was established by Ordinance No. 655 shall be deemed to commence on July 1. In the event that any members terms do not currently expire on the day before July 1, their terms shall be extended so that all members terms commence on July 1.
(d) The terms of the members of the Public Building Commission which was established by Ordinance No. 858 shall be deemed to commence on January 1. In the event that any members terms do not currently expire on the day before January 1, their terms shall be extended so that all members terms commence on January 1.
